Fiscal Asymmetries of the Ukrainian Economy During the Global Pandemic Crisis: Economic Decline or Chance of Success

Abstract

The state's financial reserves significantly affect the quality of its services, so the government's efforts to maximize budget revenues through the redistribution of financial resources, government borrowing, and tax regulation are quite understandable. Instead, the ever-improving modern world poses new challenges that not every state's government can to cope. Different force majeure: natural fires, extreme floods, the global COVID-19 pandemic - all these catastrophes shook the world, including Ukraine, in 2019 2021 and continue to maneuver against the background of political and socio-economic crises, as well as long Russian-Ukrainian war (early 2014 - present). To correct or completely eliminate these dissonances in Ukraine, the state uses all possible means, which at the same time require significant funding. However, the quarantine introduced to stabilize the epidemiological situation in Ukraine has significantly reduced the use of potential opportunities. Thus, the need for additional financial resources is growing every day, and the economic capacity of the national economy is slowing down. The main purpose of the article is to outline the main problems of the national economy during the pandemic crisis and find ways to eliminate them.
