This paper argues that defining program-level learning outcomes is a necessary step in advancing education quality in Japan. This paper analyzes recent policy trends and survey results related to Japanese quality assurance. It explores the development and implementation of program-level evaluation practices, internal quality enhancement processes and external quality assurance mechanisms. In a potentially important shift within the country’s overall approach to quality assurance, this paper examines the parallels between its recent reforms and the policies implemented by the United Kingdom.
