We are delighted to announce our Call for Papers for the 9th International Conference on e-Democracy.
In an era where Artificial Intelligence (AI) technologies are rapidly advancing and reshaping the landscape of our societies, the intricate interplay between these technological developments, democratic processes, and the safeguarding of fundamental rights and freedoms becomes increasingly crucial. AI creates a plethora of opportunities globally in every sector of economic, political and social activity and is promising to help solve urgent problems, leading to a more prosperous, innovative and secure world. On the other hand, though, it is also raising serious concerns about democracy itself, individuals’ rights and freedoms.
There are many questions that need an answer. What ethical aspects should be considered in the development and deployment of AI technologies and systems, especially regarding their impact on human rights and individual freedoms? What is the potential of AI for enhancing democratic processes and citizen participation? What are the challenges and solutions with respect to privacy, data protection and the responsible use of personal data within AI-based systems? What would be the implications of algorithmic bias and the quest for fairness in AI-based systems, particularly in the context of democratic decision-making processes? How can transparency, accountability and explainability in AI algorithms be ensured? Are there mechanisms to be applied in e-Democracy settings? How can privacy or data protection engineering help alleviate privacy concerns raised from the use of AI-based systems? What would be the broader social and political implications of AI on democratic governance, individual freedoms, and the potential for societal transformation? What are the existing and emerging legal frameworks that govern AI technologies? How to make cybersecurity AI robust and, how AI can benefit cybersecurity? What are the legal and technical implications of the interplay between AI and other technologies? High-level answers to some of these questions have been provided through legislation in the EU and through the US and the G7 Hiroshima process initiatives. However, putting these answers to work in real life raises further questions and challenges.
These aspects constitute the focus of the 9th occasion of the International Conference on e-Democracy that will be held in Athens, the cradle of democracy, on 26-27 September 2024.
The conference is organised by the Scientific Council for the Information Society, in co-operation with the Hellenic Data Protection Authority and a number of European and Greek Universities, Academia and Research. It is intended, as in previous occasions, to provide a forum for presenting and debating the latest developments in the field, from a technical, political, legal, and regulatory point of view.
The conference will include keynote addresses, tutorials, panels, Ph.D. colloquia and sessions, workshops, special, regular, and poster sessions. All submitted papers to the conference will be peer reviewed and acceptance will be based on quality, relevance, and originality.
We invite scholars, researchers and policy makers to contribute their research, insights, and perspectives to the collective dialogue on the multifaceted implications of AI on democracy and fundamental rights and freedoms. Together, we will explore the challenges and opportunities that lie at the nexus of technology, democracy, and fundamental rights.
Submission Guidelines
All submitted papers to the conference will be peer reviewed, while acceptance will be based on quality, relevance, and originality. Submitted papers must not substantially overlap papers that have been published or that have been simultaneously submitted to a journal or a conference with proceedings. Papers should be at most 15 pages long, including the bibliography and well-marked appendices, and should follow the LNCS style (http://www.springer.com/gp/computer-science/lncs/conference-proceedings-guidelines). Submissions are to be made to the submission web site at https://easychair.org/conferences/?conf=edem2024.
Only pdf files will be accepted. Submissions not meeting these guidelines risk to be rejected without consideration of their merits.
Deadline for receiving papers is 10 May 2024 (11:59 p.m. American Samoa time). Authors of accepted papers must guarantee that their papers will be presented at the conference.
The authors of selected accepted papers will be invited to extend their work for further publication in special issues of well-known Scientific Journals.
The working language of the 9th International Conference on “e-Democracy 2024: Fundamental Rights and Freedoms in the AI Era” is English.

Publication
The conference proceedings are planned to be published in the Springer Communications in Computer and Information Science series, (https://www.springer.com/series/7899). Papers should be at most 15 pages long, including the bibliography and well-marked appendices, and should follow the LNCS style (https://www.springer.com/gp/computer-science/lncs/conference-proceedings-guidelines).
Furthermore, it is planned, as in previous e-Democracy editions, to invite the authors of selected accepted papers in order to extend their work for further publication in the Emerald journal Information and Computer Security (http://www.emeraldinsight.com/journal/ics#) and to participate (after the necessary enhancements) to the evaluation process for inclusion in a special issue of the International Journal of Electronic Governance (http://www.inderscience.com/jhome.php?jcode=ijeg).
Submissions not meeting these guidelines risk rejection without consideration of their merits.
Papers must be received by the deadline of 10 May 2024 (11:59 p.m. American Samoa time). Authors of accepted papers must guarantee that their papers will be presented at the conference.
